This Theory of Change (ToC) template is used in the design of KOICA’s Signature Programmes to systematically map out the program logic and visually connect key components. It helps teams organize and reflect on the programme’s core objective, expected outcomes, necessary modules, change pathways, and underlying assumptions.
The manual guides users to gradually complete this template through Steps 1 to 4, as they refine each component of the program design.
Core Objective (central dark box):
This is the primary goal of the programme and is defined early in the design process.
Outcomes (blue rectangles):
These are the results that directly contribute to achieving the core objective. Outcomes that may be removed or revised later can be marked separately during the review process.
Module Titles (light blue rectangles):
Modules represent groups of activities or delivery strategies needed to achieve each outcome. Only the titles of the modules are entered at this stage.
Change Pathway Description (yellow hexagons):
These explain how each component—core objective, outcomes, and modules—is logically connected. Arrows should connect each element, with a description of the change logic provided in each hexagon.
Assumptions (pink cloud shapes):
These represent critical assumptions that underpin the logic of the change pathway. They can be placed freely across the template.
This tool is particularly useful for facilitating team discussions, testing the logic of the design, and ensuring a coherent, evidence-informed program structure.
